Personal optimization and my suggestions
Hello guys i am playing CS long years and i hope this blog helped for you.
1 - Disable mouse acceleration in desktop.
2 - Disable mouse acceleration in game.
3 - In-game console commands.
4 - Find a good sensitivity.
1 - Disable mouse acceleration in desktop.
First way:
CTRL+R and paste "control main.cpl,,3" and ENTER
Disable click Enhance Pointer Precision.
Second way:
Go to Start Menu > Control Panel > Mouse Properties > Pointer Options >
Enhance Pointer Precision : OFF

For steam users:
Right Click Steam > Library > Right Click Counter Strike > Properties > Set Launch Options > Enter in the box -noforcemparms -noforcemaccel (if you want to play for same speed in desktop, paste -noforcemspd)
For non-steam users: Right click CS 1.6's shortcut > Properties > Go target box, go last and just one space and paste -noforcemparms -noforcemaccel (if you want to play for same speed in desktop, paste -noforcemspd)

cl_updaterate "101"
cl_cmdrate "101"
fps_max "101"
ex_interp "0.01" [INTERNET/LAN]
m_filter "0" [Turn Off Mouse Smoothing]
If you don't want to write them every time manually
Just go cstrike folder and create New Text File and Change name userconfig.cfg, open userconfig.cfg and paste this commands.
4 - Find a good sensitivity.
This is not really hard. Good control sensitivities are 2 between 3.
Open console and enter this command:
"sensitivity 2.0"
Just create new server, shooting mid distance walls (burst fire)
Practise 5 minutes burst fire, if this sensitivity low for you, go to little high sensitivity,
"sensitivity 2.5"
again practising 5 minutes burst fire, if this sensitivity feeling good for you, stop change sensitivity and play.

Not bad, but you should mention DPI. And some „commands“ have kind of bad values (see http://www.mynameiscraig.com/gaming/rates-guide/ and http://www.overclock.net/t/513495/info-counter-str..

What he says about "rate 20000", he is absolutely right that the limit is in fact at 20k, what is not correct is that you will lose bandwidth by using any higher value. In general he is correct in what he says, but at most things it doesn't really make any noticeable difference.

But when I tried 20K rate my recoil was different, and it lagged a little(tried it like an hour ago). On the other hand, when I switched back to 25k it worked just fine.

You might wanna check your information about the command "-noforcemspd".
AFAIK, "mparms" does both "maccel" and "mspd". So we got two sides here. Engineers who insist typing mspd one more time has no effect and players who feel some difference when it's set.
I myself feel a difference too and i think it can be explained as when we give the same commands not one but two times it changes things.

It's all about preference i play with acceleration for example i can't play without it it feels so different.

Yeah, that's true but for me and for most of the pro scene is disabled acceleration just more „comfortable“. AFAIK trace is the only player from pro scene who plays with acceleration.
f0rest and moddii also play with accel. Just naming a few...

500hz
No drivers (tried them, basically doesn't change anything)
No mousefix and other things
I can easily turn 180 degrees round. It feels like i'm playing on 1.8 sens (or something like that) with other mouse.
Maybe you know why is that ?

You didn't write your DPI (dots per pixel) of your mouse. It could be the key fact.

They don't low the sensitivity, they just disable the mouse acceleration (which means that if you move with your mouse faster, your in-game crosshair moves exact distance as with slow move). I hope you understand me.
well now that i have putted them in launch options, my sensitivity became very low. Now i need at least 1.7 to be normal
Yeah, that's some kind of side effect of disabling mouse acceleration. :)
NEVER CHANGE YOUR WINDOWS SENSITIVITY. Leave it at 6/11.

Nice post for players with less experience. The simple fact is that you need get your settings comfortable for you alone.
Insane amount of kids keep downloading pro cfg's and copy some settings. They also keep buying new mice/pads, keyboards, glides etc.
What comes to settings the only important things are: fps, sensitivity and rates.
If you have a crappy PC you might need to tweak your settings a bit to gain more performance.
Sensitivity and hitting your shots is just simply done by playing the game and practise. It is absolutely vital to be 100% familiar with your sensitivity and you just can't take any shortcuts there. Downloading f0rest.cfg won't help you one bit, you need to do the work and find the balance.
What comes to rates, you need to find the best setup. Lower connections and bad copper can cause choke/loss so you kinda just have to find the best setting. With modern broadbands 100/101 update works great, with solid 100fps 100/101 cmd works great but not everyone has a kickass connection or a kickass PC. If you get choke, you should gradually decrease your updaterate, and if you got 80 fps there's no poin using cmd over 80.

Goodjob, But i cant play with -noforcemparms -noforcemaccel i cant control the mouse noway... i dunno what to do... maybe if you play with -noforcemparms -noforcemaccel you will have better control of the mouse.
If you can buy a good mouse, not stop, buy.

-noforcemparms: Forces the engine to use operating system mouse parameters (such as buttons settings etc.). I think the only real effect is that your in-game cursor is going straight (you can see it especially in menu).
-noforcemaccel: Forces the engine to use operating system mouse acceleration. (That means if you have disabled „Enhance Pointer Precision“, acceleration in CS would be the same as in Windows -> none.)
