When the matchmake goes live, on what chances are 2 local teams ported to a local server rather than a foreign server?

Detailed: If Team A is from Brazil and Team B is from Singapore, how would the server system works? Wondering if there is a fixed country to host all the servers or?

The matchmaking will most likely have some sort of algorithm to match players based on location to the server, but the game mostly will support regional matching. Valve will probably just use much of the same system as in DOTA 2.
