As far as I know officially it is not even recognized that it is banned.

I read that YouTube is banned on some places in China but not everywhere.
Those other places might use software to avoid the blocking but, as said back then, I think there is a total ban, more or less continuous.
One has to bear in mind though that there already Chinese clones of the Youtube service as far as I know ;)
