First of all use "Core Temp", i find its readings more accurate.

Then try cleaning up your CPU Fan (shutdown, open case, disconnect fan's power cable, unscrew any screws and take it out - use a sharp object to scratch its surface and remove all dust - a vacuum cleaner can come in handy).
Then use some liquor to clean up cpu's old thermal paste. Keep doing it until you shine it :D
I guess you already have a thermal paste (if you don't, Artic Silver's or any other similar thermal compound is just fine -
http://www.arcticsilver.com/as5.htm). Apply a thin line of it and make sure you covered whole cpu's surface. Connect everything back and check Core Temp's readings.
I also need to know your exact CPU model & Motherboard.
Keep your case somewhere cool and be sure all your fans actually work.
Cable management can also offer better hardware temperatures (letting the air flow freely) thus some more room to work inside the case.
