They're russians driving around in Ukraine. Ukrainian and russian are similar language, but as they're about to get a speeding ticket they try to speak English to avoid getting the ticket... But without any luck... The cop then realize they're russians, and he then keep speaking English and says: "Welcome to Ukraine".

Actually it's funny because those russian guys wanted to fuck up the ukrainian policeman, as they thought he is "an uncouth countryman". But when he began to speak responsible English, it were they who were fucked up. You need to undrestand Russian to get it fully, not only the overall idea.
