what he's trying to say is that there's some leakage in hltv.org's web coding, some sort of bugs.
anyways here's what you need to do to reply: delete all, retype what you want to type and press post.
if you want to edit and same thing happen, press edit, delete all and retype/copy paste what you want to post.
to avoid this try to wait until the whole page to load and there's no loading icon on your internet tab and try to remove internet cache .__.
