how can i create type in hltv ips section ? do u know

The ips are organized wrt to the event, so unless you're organizing some international event then NO!

He probably meant the event the games are for. For example matches that are played in StarLeague are all labeled under StarLeague title in "HLTV Ip's" section.

Although I have no idea how to do that =)
