You need to adjust your desktop frequency to 100, or use some programs like refreshlock and others.

change windows hz to the desired cs hz -> launch cs.
If your monitor doesn't support 100hz at high resolutions change your windows resolution before setting 100 hz

why would alfred remove this...

Thats the problem the developer that is working right now called alfred or something said that you guys should using a external programs which is totally stupid since it was fine as it used to be.

If you remove the steamui.dll it works fine
