Did the tweaks? it should be fine, or maybe some problem with the ISP.
Check for jitter as well.

i figured it out, after the update hl.exe in nvidia settings were again frozen on integrated graphics...ran nvidia inspector and fixed it

Cant connect to cs server. It is stuck at "Precaching resources".

For me I am not able to see near by servers (under 50 ping).
although I am able to some stored servers (around 50 ping) in myt favorites/history tab.
