Its due to facebooking going up and down for the time, that line if the integrated "like" function from facebook.

Seems more related to the FB plugin(?) than to the HLTV.org webpage honestly.

Also, as it looks like a DNS problem, it might be a problem with your ISP DNS server(s) which could not resolve the FB plugin(?).
