Try to increase antialiasing in your graphic card settings, as proposed here

I don't have a monitor at hand to compare but the coarse value looks pretty high to me.

Are you sure your new LCD fits well for playing games? Does it only happen in CS 1.6 or in other games too?

Are you using the correct connection to the monitor? In order to get the quality the LCD may offer you might have to use f.e. a hdmi connection.

If you have a secondary pc try to connect the LCD to it and see if the problems are the same.

HDMI was just an example.

I refer to test a higher quality connection your monitor may offer, if not HDMI f.e. DVI as the VGA connection may be the reason for the poor quality you refer to.

Bear in mind that CRT looks better because it actually uses the VGA by default.
The LCD allows you to use it but usually it is not the best in terms of "quality". That is one of the things you have to bear in mind when changing from old CRTs to something new that demands also a better connection type in order to perform well.
