Just don't use the newest drivers cos they suck.
285.62 seems fine @ win7 x64

It's impossible to tell you the best settings, it all depends on your monitor and graphics card.

And since you have a 3xx series graphics card, im thinking it will be very hard to find good settings that people have specified.

Try these (fairly generic)

- Anisotropic filtering: 8x
- Antialiasing - Gamma correction: Off
- Antialiasing - Mode: Off
- Antialiasing - Setting: None
- Antialiasing - Transparency: Off
- Extension limit: Off
- Maximum pre-rendered frames: 3
- Multi-display/mixed-GPU acceleration: Single display performance mode
- Texture filtering - Anisotrophic sample opti...: On
- Texture filtering - Negative LOD bias: Allow
- Texture filtering - Quality: High Quality/Quality
- Texture filtering - Trilinear optimization: On
- Threaded optimization: On
- Triple buffering: Off
- Vertical Sync: Force off
