the thing you don't know is, EAC is an anti-cheat which means you cant use cheats on it.

now add ur steam.exe as well as hl.exe to the exceptions list of ur antivirus...
if things still dont work for u, just uninstall the antivirus...

had it been u were using non-steam, there comes a different fix for such issues, which involves simply replacing ur hl.exe with a patched version...
