Naah, Valve doesnt ban for shit. Only the server admin can ban him from that server,

But you can send him a report for cheating. If your lucky he will get a warning/ban

Some servers are part of an online community. If this one is there will be most likely a forum for cheat reports.

Login on steam, go to his profile and under "Actions" there should be the option "Report Violation", click there and you'll get this

In Portugal now its been hard to play with conditions..

If opponent team its stronger than the other, they call cheater and disconnect or they press F9 and start to play well..
