Yes, a little.
With 100Hz you need to lower your sensitivity.

How does the rate at which pixels are reproduced on the monitor have anything to do with how fast the mouse moves?

I don't know but you can clearly feel the difference on CRT monitor I don't know how it's on LCD monitor, I can't check it, but I think it's the same.

Your sensitivity is more smooth so you need to lower it a little.

A little a mean about 0.1-0.2 point.

Nope, that's the the visual end of things more smoother. It feels like your crosshair is moving more smoothly and that is because your screen is refreshing pixels at a much quicker rate. Hence you feel your mouse is smoother. Although in reality, it's just the visual of your crosshair that is smoother and not the actual mouse itself. The rate at which your mouse is moving is still the same.

Yes you're right, but still you need to lower sensitivity to feel more comfortable.
