I have seen quite some people disappointed in the news regarding the CS:GO pre-order beta going live and even though no one actually has mentioned it (aside the ongoing spamlike 'cs:go this/that messages' - just a quick reminder, play with fire and you will end up burnt) in case you are interested you can get you money back if that is what you want.
As with most downloadable software products, we do not offer refunds for purchases made through Steam - please review Section 4 of the Steam Subscriber Agreement for more information.

An exception is made for games purchased during a pre-order period if the request is received prior to the games' release date.
For instructions on how to do this, please, visit the following link for the instructions to follow and discuss there any problems you may have in the process as it will most likely be monitored by Valve staff and thus you will get an official feedback,
well I'd request a refund since I can't run it due to Shader 3.0 requirements. Weird thing is: the "old" requirements were 2.0b, which I have a video card capable of doing.
But no, not gonna bother with that, and will try the game later.
Frankly, if it would've been more expensive, I'd probably be thinking about getting a refund, but for 13€, it's just not worth the hassle.
Plus, I don't think they actually give you the money back, they just credit your Steam Wallet...
You can't force anyone to like something, people have different tastes. Just because you enjoy playing the game, doesn't means the other 99,99999999...% of the community also likes the game.
Thread linked was apparently deleted. From what I remember the refund has to be done by contacting customer support. Choose your words wisely when contacting it and good luck for the refund if that is what you want.
