Already did:

# Scanned my pc
# Re-install cs:go
# Windows- and driver updates
# Played on low resolution
# Played with low settings
# Checked the temperature from pc

Maybe format will help.. But dont wanna do that.. :(

edit; I'm on smallband.. Maybe thats the reason or?

omg even i on dual core e5200 oc to 3.2 ghz and nvidia 9600gt and 2 ram, have <90 on 1024. Try on to update gpu drivers, go with w7-64 bit, enable multicore rendering, and paged memory available- high (rest low), add -refresh -75/100/120 -high, and if that's not working, dunno...
To mention my friend with same gpu have same problem, and when he was playing with nvidia 9800 gt game worked flawless 150+ constant fps
