I guess he meant the dynamics of shooting and strafing differed from 1.6 to GO.
In 1.6, you also can run and shoot as well, but the game also allows you to run-stop-shoot more effectively, opposed to how far GO allows you to. In GO, it's all about strafing left and right while shooting, which was what #4 trying to say.
Therefore, basically GO limits the art of combating that's previously existed in the Counter-Strike series, thus is inferior than 1.6 in that aspect, along with few others (not to mention that the character movement itself feels way more sluggish and inaccurate than the 1.6's).
