i live on the campus AGH in Cracow and i have internet from CYFRONET ( http://www.cyfronet.krakow.pl/en/ ).
The network brought to a computer socket has a capacity of 500 Mbit/s. Indyvidual buildings at campus are connected to each others by framework with a capacity of at least 1 Gbit/s ( http://stats.dsnet.agh.edu.pl/ ). Out of hours increased traffic, the speed of downloading from internet should reach 100 Mbit/s, in the evening is limited depending on traffic.
At stats.dsnet you can see sum of network users by day etc.

Anyone can calculate that the avarage bandwidth per user online during peak hours drops to ~100 kb/s so we have many limits for example (imo the most important):
- max download per month = 40 GB
- the use of p2p software is prohibited, except LAN (it was clear that at campus we have own HUB (at dc++) with ~100 TiB files (~1200 users online at 11pm) and download speed ~12 MiB/s so i think that we don't need more).

Grade C+ is bullshit, I have the best ping in CS I can get in our country and the price is super cheap, but the main advantage is that I have optic line directly to my flat, it is 100% stable - never crashes, never higher ping, never lower download/upload, for me A++++

Also the testserver in Brno seems to be crap, cause I ping to Prague (3x more far) for 5ms

And why would I need to pay more for more speed, I get DVD in 1 hour, and not even talking about series or divx
