ESWC has invited Russian RuSh3D composed mostly of former M5 players, ProGaming.TD featuring Raphael "cogu" Camargo and ESC Gaming to their 2012 event.
After running qualifiers in only a few regions for spots snatched by Anexis, Area51, ChillTeam, FM.TOXiC, NiP and xXx with the French qualifier yet to take place, the ESWC decided to invite three additional teams.

Both NEO and Dosia get a crack at ESWC 2012 in CS:GO
The teams have now been published on ESWC's website, with Russia, Brazil and Poland gaining representatives at this year's ESports World Cup. They will participate with following lineups:

As for Rush3D, afaik they were asked to play for the spot (by other russian teams) and pretty bluntly said they'd just "buy it" through the applications - because no other team in their country can compete with their achievements from 1.6.. The way the invite went out are pretty dull, because in theory players like REAL could just send an application saying he'll play with prb & <insert 3 players>, and nab an invite, even though they haven't touched the game, but want to attend ESWC :E
TD is a fair enough invite, they have actually played the game for some time now.
You are correct in saying that WinFakt, team_X and mouz haven't done all that recently, but neither has ESC, in fact, they have done a lot less. If history should mean anything, then mouz shouldn't be discarded, as they won the last big CS:S event held, as well as finishing high up in any event they attend. It's fair to point out that ESC are reknown for preparing well and so on, but that was in a game they've had years and years of experience with. If you recall the beginnings of PGS, it took a while before they hit their stride and started winning, and with ESWC being played in a game they haven't had that luxury with, I'm not too optimistic about their performance.
With all that said though, they're gonna be amazing if they put in the time and effort after a while
if you see f0rest being the best at DH Valencia, who is quoted to beat f0rest&co. is neo&co.
Anyhow; I've played loads with and vs. f0rest after he switched over to CS:GO, and he's been waaay better than Neo ever since he started
