Not really... The Oskah bait wasn't that special and user that did it was exposed and banned to high-end. Spammers will always be spammers and I can assure you there existed many spammers/baiters before Aika made his account on HLTV.
Anti-spam methods has existed for a long time on many, many forums. Since HLTV went for a more modernised approach to it's forum with a rather controversial (but necessary) update, the anti-spam functionality was also updated.
It actually makes a lot of sense and is very effective. I've not seen excessive spam once on the new forums, thus proving legitimacy in comparison to the new anti-spam functions: The thread limit/comment limit.
It also seems the new HLTV design got rid of a lot of spammers outright, as they couldn't comprehend the mechanics of how the new forum works, as it isn't in your traditional site layout at all - It's much more modern.
