Problem with PC 80-220 fps

I've had this problem for over 1 a year and a half now and i don't understand what the problem is (I think it might be the CPU that is damaged because i recently bought a new gpu and it's the same problem only that my fps almost doubled). Back in 2014-15 i started playing csgo and i don't really remember how much fps i got, a few months later i upgraded my gpu to Radeon 6870 i think it was. Setup back then AMD Phenom x4 II (Don't know if it's the 900 series) SSD C:disk Radeon 6870 Corsair 500w Bronze 4x4gb Ram asus m5a97 r2.0 At that time i was averaging 200-320 fps with resolution 1600x1200 and all settings on low. I could record on obs and it would occasionally lag but nothing to big and i would have like 150-220 nothing too bad. Eventually i stopped playing csgo for a year and then came back to my pc and it was absolutely shit. I was getting like 60-120 fps everything was lagging, i tried updating drivers, uninstalled windows, tried windows 10 upgrade but then downgraded back because it made the situation worse. Few months later i bought Radeon 7970 Powercolor HD because i thought it was the gpu that was fucking up since i was getting graphical glitches and visual tearing. The situation didn't help at all except that now i got from 80-220 and occasionally when enemies rendered on my pc (the thing valve did to stop far esp wallhack) i get fps drop and abit visual tearing, sometimes the lag makes my mouse lag (Steelseries rival 300) and doesn't register movement properly so it looks my aim is jumping around and looks like my sensetivity is changing while im ingame. Why did this problem occur all of a sudden? I didn't have this problem before and everything was running fine. (Partially it's the anti far esp command that fucked up something because it lags whenever someone renders on my client and for some reason whenever only csgo is on 70-90% of my cpu is being used.) I have AMD so no HyperThreading.

The thing that makes it more annoying is sometimes i have 150-220 fps and it's smooth, then outta fucking nowhere it goes down to 80 fps making it look like the enemy teleports slightly. Annoying as fuck when i play against lvl 10's on faceit and i have an awp and get one tapped the fuck back to silver 1.

Everytime i press escape it kind of fixes it self and then a few rounds later same problem. Sometimes i have to restart csgo like 1-3 times per game.

Weird i get more fps everytime i look at the ground, smoke or get flashed. I think my problem is the cpu, yours must be gpu or something.

I guess at the end of the day should be a little problem with the pc, the problem is that, any shit that happens with pcs, csgo gets fucked cuz the game is trash, you would take a little hit on fps on "normal" games, but csgo is retarded I remember when they first introduce that weird sound stuff my fps literally went to 299 to 80 for 2,3 sec out of nothing, like, dont even need to have people on the screen LUL random af

Why is everyone changing flags today? or did they do it at the start of the month? Anyways yeah i feel like my fps gradually goes down every update that goes by. If you have intel you should go to bios and turn off hyperthreading.

My setup now btw. Powercolor 7970 HD (Radeon) AMD Phenom x4 II (Still don't know if it's the 900 series i bought 2011) Newly bought SSD (120 gb samsung i think) Old SSD (The one i had since 2014 it's kinda starting to lag which is why i use it as reserve and to install other shit i rarely use) Still same Corsair 550W (This might've been the reason why the cpu is broken, i think it gave to much power or something and fucked my cpu up.) asus m5a97 r2.0 Oh shit and i forgot to say, sometimes the motherboard fucks up too and disconnects headset, mouse or keyboard at a random time. So it could be the motherboard aswell not functioning properly which leads to it giving to little power to the fan cooling down my cpu which leads to my cpu always overheating because usually these problems occur like 2-4 hours after i started my pc.

Yeah obviously but i don't understand why it went from consistent 250 fps to 80-120 fps drop.
