It's the possibility for ISPs to treat traffic differently. Ex. Netflix can pay for their traffic to be prioritized. This way big companies can pay for their services to be better.
Why is it so bad? Many reasons. As ISPs can dictate who gets bandwidth, they can effectively stop whatever services they want. ex. You want your HBO traffic to go through, that will cost you money, because ISP has deal with netflix. It is not certain this is how it would be(it wouldn't in the beginning), but it is a posibillity, it opens for it.
Valve hasn't paid your specific ISP to prioritize their traffic -> packet loss.
It will be harder for competitors of big companies, as they can't afford to pay for priority.
