Nah nah nah, in order for something to be wet it must have a liquid on it. You cannot put water on water and call the first water wet. Water is inherently wet because anything solid that touches it becomes wet, but the water itself can't make the other water wet.
Your example of fire is already on fire or air is already air, is not the same as water is wet.
I used to think of this as just a meme but the more you think about it the more it makes sense.
