If u want to use software such as CoreDraw, Autocad, Photoshop, any video editor etc. u will need at least 6 core CPU.
The cheapest choice would be the i5-8400 (as Intel is what u want to go for) - 300 euro
As this CPU is 8th gen the motherboards that support it are only z370 boards which price at around 200 euro +
Adding the at least 8GB of DDR4 RAM (IMO at least 16GB needed for heavy software such as those that you want to use) - 150 euro (250-300 euro for 16GB)
The total of the intel platform would be at around 650-700 euro
U have a 2nd choice (which I prefer) - Go for Ryzen
CPU - Ryzen 5 - 1600 - 300 euro
MoBo - The chepaest A320 that u can find as the CPU is not overclockable - 100 euro
RAM - 8GB - 150 euro 16GB - 300 euro
Total - 550 (700) euro
if i were u i would buy rather choose 8350K and 2x4GB ram not 1x8 for dual channel...
as said go the i7 7700k for a exta few euro. worth it..
Why would you even consider old parts? Just buy 8600K/8700K or Ryzen if those are too expensive.

Dude, i really recommend you go for 8600k.
That's close to my case. I choose between 7700 and 8600k. But in my case i already have mobo for 7700. And for u its much better to buy 8600k. Z370 costs a bit more than b250 but 8600k cheaper than 7700. Also u can OC 8600k and it's faster even w/o OC.
You should go for 8 gen processors!
