"Sex" is clearly a strict biological term, so it would be convenient that "gender" have a different meaning, but this is a linguistic guestion and I can't choose the meaning myself. However, everyone here who is saying that other genders are mental disorders, consider the following.
I consider myself a man. It's an essential part of my identity. Most of you feel the same, and this applies to women as well. It's compeletely normal, there's nothing wrong with it. Now explain to me in good enough detail, why is it a mental disorder to consider themselves something else than male or female?

Gender reassignment surgeries can help them feel confident whilst telling them that what they feel is wrong does not, although I do have my problems with these surgeries. But not every of these people need surgeries.
