Its good if it is this way cuz unless you have crosshair placement of a silver then you won't have to flick up or down much (specially when you already have your aim at head lvl) so all you need to do i flick/adjust left or right depending on the other dudes straif.
As for the reason why this happen my guess is bcuz you are not a weeb overwatch player, or haven't played many arena shooters that require you to aim up and down alot cuz of movement mechanics

try to train it i know there are some maps to train vertical aiming

Aiming is more than just how good and precisely you move your mouse, especially in this game, things like peeking, proper crosshair placement (its more than just aiming at the height of the head) and even game sense somehow relates to AIM imo.
And pls...stop saying how good headhshots u shoot in deathmatches, cuz cmon, everyone can do that, nobody actually plays serious there, nobody plays cautious its pretty much a dynamic shooting fiesta so dont expect it to be hard alright.
DM's are decent way to train ur aiming but they're shitty way to reflect your general skill at the game lul.

Change m_yaw to 0.0165 so you will have the same horizontal aim like your up and down
For me moving up and down is more difficult especially when flicking, I feel that it is because my table is small and I have a small af mousepad (Steelseries QcK), I may need to upgrade my table and mousepad
You have most likely learned all the HS heights in dust2 and other maps to the bone, and mistakes this for having a better up/down aim.
just play 4:3 with black bars and place ur viewmodel in the middle (quake on viewmodel map)
