2nd) I dunno if this is a b8 post since your specs are kinda godly . Dont mess with config imo

I had the exact problem you‘re describing with really good and new specs (they were like 4-5 months old).
I formated my computer 3 times, tried every step which you‘ve already tried, like checking steam folders, start options, etc etc
I have never changed anything. The problem started after a CSGO update.
Turning this xbox app off on Win10 made it slightly better but still unplayable.
What helped me was buying a new computer unfortunately...

Have you tried disabling the "full screen optimization" by going into your csgo folder, right clicking csgo.exe (not a shortcut but the one in you steam folders), going in to "properties" and under the "compatibility" tab checking a box that says to "Disable fullscreen optimizations". Other than that I'd have no idea but gl to finding out.

Do you have more than 1 hard drive, what hard drive is csgo installed on? Install it on your primary drive, pref a SSD. This solved my stutter lag problem. If you have it installed on a secondary drive to save space on your main, this is why you have it.
Try triple buffered in the csgo video settings.

In this thread changing the audio quality from DVD to CD helped removing stutter.
if it were me i would uninstall csgo and start from default and add settings 1 by 1 until you find the bad setting.
And also I deleted realtek frome my pc and everything went fine, high fps and no freezes

Uninstall and reinstall CS or try a BIOS update if you think it's something more.
This same thing happened to me for the first day I got my 144hz monitor. I put my textures and settings to the very lowest and then after playing with it for a little I quit out of cs, came back, and changed settings back to high and it was fixed. Also if you are getting lower than 144fps or it jumps to lower at any time u will get a short freeze.
I had same shit as you on i7 8700k and 1080ti .. for me helped to turn off realtek in bios and buying new soundcard , its much better now .
Reinstall Win maybe u got some virus.
the problem is caused by your HDD (if you have hdd and not SSD) try to defrag it entierely (especially the folder where csgo and steam is located) if this doesn't work try to get an SSD.

I'm pretty sure the problem is with the ram... Do you have 1x16gb or 2x8gb? If 2x8 try to remove one and try only one at the time to see if one is bad or something.
Didnt have your exact problem but once (not only csgo my whole pc) had small stutters where my SSD usage would go down to 0. Maybe its the drive you have CSGO on. Try installing it on your SSD and see what happens.
Edit: i had windows on my ssd + CSGO.
remove all the launch options except for tickrate and novid, the rest can go into your autoexec, launch options for console commands arent recommended
Reset your pc back to factory settings, and then search up tutorials on how to make windows 10 faster by disabling background apps, unnecessary services etc
do net_graph and see if your fps is jumping ingame or if your ping is jumping there.
If its your ping jumping around then its your internet thats the problem. If your FPS keeps jumping then just do fps_max "#" in either your launch options or in console while your playing
check your launch options you have and remove those to see if that is causing an issue aswell

Hey. You need to get out your BIOS battery and put it back in. After your PC restarts, reinstall Counter Strike. Before you start the game reinstall your graphic driver, too - try using an older one here. It will help for sure. I dont need your ak, have fun playing :)
Maybe your power supply isn't enough, causing the GPU to stutter? Idk.
Start pc with only keyboard, mouse connected. Does the problem still exist?
Sometimes stupidest things fix the issue, take out ram and make sure you are using recommended slot.
Uninstall graphic drivers with DDU, install older driver.
Make sure rest drivers are up to date.
Test SSD, RAM. Stress test CPU

turn on pc
plug in mouse
Firstly, verify the integrity of the archives of CSGO.
Now, try this:
- Open your task manager and click on the session where you see the programs the initialize with Windows. Disable all unnecessary programs.
- Completely unninstall your antivirus program (just for testing).
Reboot you PC.
- Open your task manager, search for the program called Superfetch and delete the task.
- Press "Windows + R", type "services.msc", search for Superfetch, right-click and stop it.
- Open again the task manager and see if there's a program using 100% of the disc now, if there is, delete the task.
Without rebooting your PC, open csgo and test it for about 10 minutes and see if the problem is still happenning.

Well, the only obvious reason for troubles is overclocked ram. Do you have some friend with DDR4-3000 ? Maybe he could temporary give you one for a test?

Try to put -scaleform in lunch options of csgo
check your cpu temperature. could be your cooler overheating the cpu.

also is your ram stable. i had bought unlegit ram which did the same in my h1z1 games.
I was fighting with same problem for sth like 2 years and finally I did found a solution - I just turned off steam overlay in game. Srsly it helped me and since 1 year I'm freeze free. Cheers
I had similarly problem and it was my internet router, bought new one and problem was solved
Try to put the same resolution of the CS in the system before playing and put in the console "rate 128000" ^^
install linux on a usb/dual boot and try and run csgo fora bit on that, that will at least isolate the problem to windows 10/not windows 10 hopefully
Turn off Xbox Dvr... Easy fix, takes 2 minutes to do :)
