If we talk in general. It would be most likely Dota 2 or League of Legends (however i think Dota 2 needs more skill.) In FPS all you require is good aim and some brain, even the best tactic can be broken by a good aimer. In Dota 2 or League, even the best player (i will use this example on faker), can lose in a good tactical battle. His team ended the season at 7th/10 place. Being good in invidual gameplay does not make you win all games.
In Dota 2 and LoL you need to focus on objectives and play around it, you have a lot of tactics to change the tempo of the game. Like swapping, stacking, funneling.
In CS:GO all you do is kill and nades are only there to give you more advantage for your potential kill.
So i think that in terms of high tactical and in-game skills Dota 2 and League of Legends require both at that level, but in terms of high in-game skills, CS:GO gives you more, because you can actually win the game being very good.
