Kyiv, Odesa - expensive compared to other cities(especially Odesa is so overpriced). Go to Lviv, it's almost as popular as Kyiv, but has a better infrastructure(not just in center where everything i fancy) + perfect roads, a lot of old buildings of Austrian Empire times + safer and rent is cheaper, as we as proposal for one-room apps is almost as large as in Kyiv. Another good city for students is Kharkiv - is much larger than Lviv, but i'd not recommend it, but there are many wonderful girls to fuck since a lot of popular universities are located here. And Vinnytsia is probably the best city if you like small 200-300k cities, it has the best transport infrastructure which allows you to quickly pass the entire city with 1 tramcar or bus and apps rent is really cheap you can get a very modern studio in the center for 250$ only + it's a students city, a lot of girls to fck / friends to make kappa 300$ comfortable studio in the center(Kyiv will be around 500-600$ in center or near) + 500-1000$ for education/year. Food is kinda cheap, you can even visit restaurants as a student where there are cheap breakfasts for 2-3$ only.
