go back to stock rates for gpu, cpu and ram

Hmm.. Have you tried using another cpu? Myb you should tweak some cpu settings if you dont want to try using another cpu just to see if there's any changes.. I've had similar issues but with another game, who knows..
Install the game in another ssd/hard drive. If you dont have another try to borrow from a friend or smthn.

try to limit your fps to 200 or try enabling vsync and see if that makes the problem disappear.
Z370 Mainboards have Overheating VRM Issues, especially with the cheaper ones and i7 8700k.
Your Mobo most likely will throttle your CPU because of heating issues.
1.) Disable Intel SpeedStep/C-States/TurboBoost in Bios
2.) Dont Overclock i7 8700k with Z370 Mobos Cheaper than 160€
3.) Upgrade to Z390 because they have far superior VRMs and better Heatsinks because they
have to run 8 Core CPUs. Z370 was total ripoff from the Mobo Vendors, i think they didnt had enough time because Intel had to push the Intel 6 Core fast because of the success of the AMD Ryzen CPUs
4.) If the Bios Settings not help, download latencymon and let it run while you Play cs.
What version of windows 10 did you install? Did you let windows update?
Do you have GeForce Experience? Try uninstalling graphics drivers and then uninstalling GeForce Experience. Then installing graphic drivers back.

You can try to reset BIOS by taking out battery on MB for a minute. Also try playing on iGPU, it should be enough to play csgo just fine and you will be sure your GPU is ok if the problem is still there.

Ignore all the solutions related to hardware stuffs.
This problem related to internet. You can try commands related to net settings. Only hardware part you should consider is wifi router, network card etc.
I can be more sure in this way, I guess this not happen to you if u play against offline bots ?
Can you play dust2 offline with bots, buy awp and peek long and tell if it lagged or not. I know since this is offline bots, you will have to try few rounds to catch a bot in long.

change your harddrive, install csgo on the same harddrive as your windows and your steam, instant fix
try another power cable and another power plug. maybe this could a faulty SATA cable? install csgo on HDD and see if problem remains. Also make sure that google chrome isn't running on background, it eats a lot of memory

Try running AIDA64 system stability test to see if you get any throttling (and so that temps are OK).
And are you running any other 'unnecersarry' software? Caching, boosting or similar?
Your PC should easily handle CSGO without any stuttering whatsoever given the hardware, and after reading this thread don't know what else could be causing the problems. Maybe PSU, but that's one big maybe (and probably unlikely).
If you have only a fresh install of Windows, drivers for GPU and Steam installed, it should be all you need to test. Nothing more is needed, and if your PC stutters even then, well then honestly don't know what it could be.
Just curious: Disconnect the graphics card, plug the HDMI/DVI to the motherboard, play the game, still exist the problem?
Pull the graphics card and see if it still does it. At least you will know if its that. Do the same for every piece of ram. #135 already said half of what I said.

First i would do is to download dependency walker to see that the game files/dlls are correct.
Fix is unlikely but no one has suggested this.
Second thing that i would do is to lower Vcore and check temperatures.
I have 7 year old 2500k so i have experience from OC and I have to be very careful with its overclock.
I don't know the coffee lake processors so well but my games start to spike if the voltage is too high
Do you have a friend with a reasonable spec computer? If so, could you install steam/CS:GO and see if the problem follows you? If it does, it's a config issue. If it doesn't, try your computer on their network. If it works, the problem is your network, if it doesn't, at least you know that your config and network are okay.
i had samekinda problems with my samsung 850 evo 250gb ssd.. did everything and nothing helps..
bought WD 250gb ssd and installed new win 10 pro and cs runs way smoother..
so my problem was that samsung ssd.. and if i did read correctly you have not tried to use new ssd and install everything from start.

Use balanced power mode instead of high performance, remove - high and - threads from launch options, and when you are in game ctrl at del, details, csgo. Exe right clicc set affinity, and unyick core 0.

i had a similar problem back in 1.6, back then it was caused by a cable that wasn't plugged into my PSU correctly. could be a lot of things, my best guess would be your hdd/ssd or perhaps even PSU, could be literally any faulty component which makes it rather annoying.
You shouldve showed the freeze when you get killed cuz that's no Freeze for me. For exemple I had a problem with freeze in the past where my screen would be stuck on one image for like 3s with a "soundloop" (for exemple if freeze while reloading, it would repeat that reload sound until the freeze is over).
I fixed the issue by changing the hardware

It could be your psu not supplying enough or some blown capacitor
So I don't know shit about hardware and stuff, but let's think about this logically, which is not my strongest suit either but let's give it a try:
So your problem occurs whenever you are inspecting your weapon, more so when inspecting a bigger weapon or getting into a gunfight/spraying. It also happens whenever you are in the mainmenu.
a freeze or a stutter happens because of several reasons. In this case, it happens because there is something loading that causes the freeze/stutter. What you are describing is a microstutter, which is a smaller freeze or stutter caused by some parts in the loading process is slightly slower than the rest of the components in the loading process.
A microstutter is usually a cpu problem. What I would do is to try to failsearch the cores one by one.
first thing to check: is any core working a lot more than the other ones? you have 6 cores so if core 0/6 is the one doing most of the work I would suggest to disable core 0/6 for csgo and only set the affinity for csgo to the other five cores. in this case, set the number of threads used to 10 (-threads 10)

Check if that happens if you take out GPU and run on integrated graphics. That'd be one big element as potential cause either crossed off from list or exposed.
can you try running csgo on a previous version? see if the problem is still present or for your gpu use an older version...
Have you tried disabling your audio card in device manager and playing the game? Faulty drivers could be the issue here. I used to have this problem in early csgo days where I would get micro stutters and my ping would spike out of nowhere. After searching for days I found that the audio driver was the problem. Since then I upgraded my pc so I don't get them anymore.
i went to my friend´s house and we kept literally trying everything piece by piece even the cooler , the only thing that made him got the same problem as mine was activating the xmp profile in motherboard which is what is causing the problem.. i think i will have to run my ram at 2133 @mhz
instead of 3000 mhz in order for the problem to stop , will confirm once i try it if it works.
my friend tried my rams in his PC and it worked when the xmp was off and the ram was running @ 2133mhz without any stutter ! i tried to turn on xmp and lag came back again !
also , i tried to put my friend´s ram inside my pc and still didnt work.. with xmp off idk why

Disable steam overlay in game,helped for me few years ago when i had same problem,then recently the problem came back but this time it was my CPU being overheat so i had to close all programs that takes to much of cpu power
Seems like everyone has their own way of fixing this issue. Try getting a new steamacc with csgo. That was the only thing working for me. Tried everything else.
