As a French student with a C1 English level (European union OLS test) I have a pretty good English. Even my accent is on point thanks to a lot of weeks in London. Also I travelled a lot through Europe (and I'm currently living in Italy) and except un Scandinavia I always found that every country is shit at english. My personal ranking according to my experience in Europe : - Sweden - Denmark - Norway - Netherlands - Swiss - Germany - France - Belgium - Italy - Hungary - Spain - Croatia - Portugal - Greece - deep shit

If you've only come to french part of Belgium of course the level is gonna be similar to the one in France, but Belgium has 60% flemish people who almost all have a very very good English, even stats show the level is better here.

Hello, In france, the system to learn others language is a perfect shit! That why a lot of frenchs are really bad in english. Not directly because of them, but because of the educational system put in place by the government. At the moment, all the effort to learn english is put on the reading, texts analyze, writting (a little). During the studies, we never (NEVER!!!) speak english, never have basics disscussion in english (at least for my generation... i have 35y old now...). My lvl was really bad until i access to my engineer degree where it was mandatory to speak english in order to make somes differents training trip in foreign countries. Currently, i think that the government has understood that learn english is a real priority for the youngness. And some modification are on the road to improve the English learning. At this point, i will make sure that my son will learn english correctly :D But i apologize for all my country ^^ Regards.

Hello, Personally I'm perfectly fine with English, even Japanese (ez C1 European Level, because I'm trilingual) but I think many people here do not like (to learn) English (or any foreign language) because of how they're taught. Our educational system is quite shit and not pedagogue. Many important notions aren't taught or not the "good" way. (And I believe that's also the same in maths, physics, ...). I even remember in main courses when the teacher wanted students to talk only in English but "nah f*** him/her, go speak in French I'm lazy I don't want to make any effort and if you speak in English you're stupid and annoying". Yes, many frenchies are lazy and want others to be as lazy as them and if they're not, then they're not cool and not worth living with. In France, there's a culture of mediocrity : those who learn well and finally get a good job and a good salary are hated and those who are idiots that didn't want to learn and are not well paid are making the victims and accusing the ones who achieve things that it's because of them they are so bad. I kinda hate my country because of this. Because people don't want to learn by themselves and sh!! on others who learn. Also, French is quite hard itself and pronunciation greatly differs from English. That's why you can hear the so-called French "Baguette" Accent. Yes and there are people that are "nationalists" and do not want to learn a foreign language, but that's up to them.

tl;dr: It's because of their school system, and the fact that most of their media is dubbed - according to a French friend of mine. I'm also hypothesising here a little bit, but I presume that since French has such a global reach (yes, not the same as English, but it's probably the second most important language in the world along with Spanish after that) there's less incentive to become fluent in English, compared with us here in Finland for example - where our language is only useful domestically. 90% of what I read is English, pretty much everything I do on the internet is in English, I even use English at work sometimes to communicate with international workers. French has such a large presence in the world that maybe it wouldn't be necessary to become quite as proficient in a second language.
