Imo: Vienna, Stockholm or Prague. There are negatives and positives to all of these places but they're my top 3 for sure.

I am of course biased, put Copenhagen has to be a candidate.
Big, but no too big, and especially in the summer half of the year there is lots happening and it is also very safe and friendly. It is an expensive place also, but one does get a lot and there is always lots of free events going on as well.
There is a real international feel in many areas also, but not too many tourists just right.
What's the point of making these threads if people are just going to post a bunch of cities from First World european countries?
