It depends always on the rules in the nation. In Germany, you are not allowed to play cs at Lan under 16 if it is a public Lan. Also, there is an employment law for people under 18 that have to be followed. In Germany, as an example, you are not allowed to work after 10 p.m And If Polen has similar laws it could get some conflicts.

events should allow him to participate, there may be some country specific rules for underage working but I think it should be fine in poland. s0mple played when he was 17 at dhw2014 IIRC.
