It’s probably because it measures relative poverty. Germany will have higher income inequality so that’s why poverty is higher there even then a poor person in Germany won’t be poor compared to people in Italy, Greece etc..

its about the wealth being over 10.000$ or under 10.000$, i guess with a wealth under 10k you are kinda poor in germany as well as in italy.

There might be cases where people are spending all theire money but germany also have the biggest low-wage work sector in europe, i think thats a bigger aspect than how much money people are spending.

There are several reasons. -wages stay the same, while expences increase The only people who still get increases in wages are the ones organized in unions, politicians, or important jobs like airplane pilots. All others get the same amount of money they got 20 years ago. In some cases ,they even get less, for example lower state employees. Yet , the price for everyday items has nearly doubled. -once free stuff now costs money For example, the state wants you to pay for mandatory stuff like getting a passport. 20 years ago, this was free or very inexpensive. Now you have to pay a lot of money. This goes for all kind of bureocratic stuff. -healthcare is getting worse 20 years ago, you had your madatory healthcare and did not have to worry. Now, even serious illnesses are no longer covered. For example, you have to pay for the diagnosis of eye- illnesses that can get you blind. Insurance no longer pays for it. -if you are unemployed, you get less money 20 years ago, when you got unemployed, you got support from the state ,no matter what. Now, you only get support for a short time. After that you are required to spend all your assets, until you have nothing left. Only then you get support again. You also get much less support than before. -rent is getting way more expensive Germans often have no own property, because rent was very low. Now, rent has nearly doubled compared to 20 years ago. Because of that germans have often nothing to fall back onto.
