Topic about poverty, how rich people get richer and how to prevent getting into financial problems, gets handled in a very popular book named "Rich Dad Poor Dad" by Robert Kiyosaki. Insanely known book and its very rare that anyone who's interested in topic about wealth, money and financial problems (lets call it in one word "Wealth") didn't read this book.
In this book, Robert Kiyosaki explains it in the very beginning. If you're curious, you'll find the answer by yourself and read it, so I won't spoil your curiosity with my idea's about this masterpiece. Yet I not fully understand your question about "when we are talking about the top 1%?", I'll simply made a guess what I think about it and answer it quickly - "The rich don't work for money, so they don't get taxed. They have money working for them."
Judging people based on their flag is for me very common in such a "public" places, like internet, where even an imbecile has access to.
