my friend just got a cheap ryzen 7 1700 and its fucking good now, i doubt its gonna be bottleneck unless you get something like 2080ti

You can get it now and exchange it later as the same motherboards will support the new Ryzen generation. ;) Old one you can sell then for maybe 80% of buying price. If you need one now, buy, if you don't just wait.

thing is, the performance difference between 2000 and 3000 is worth to wait until summer. Or winter where he's from. Of course that only applies if he's got an usable PC right now.
