depends what is "cheap" for you. balkans/east europe is your best bet. i'd suggest something like Lithuania but it's not really cheap, standart european prices, lotta horny hoes, low tier hostels/apartments in centre cost as low as 10-15eur per night. nightlife and clubbing is surprisingly active, if you're into that
