My account is also bugged somehow, dont know if this has happened to anyone else, but a lot of the times names in csgo chat appear red. No one in my friends has the same thing, but I've had it since ages and I've changed my PC setup atleast 5 times after it started, so theres something wrong with the account xD
How many workshop maps do you have downloaded? if you have enough of them it can cause your game to stutter a lot in game. The solution is to open up matchmaking, open your workshop maps, let them all load in and that should fix it. I had a similar issue with almost the exact same specs. And I say this is the most likely because usually the main account has all the workshop maps, especially if it's one you haven't touched in a while.
if its acc try it on diff PC to be sure.
myb go find ur user/cfg and try to change cfgs.
myb delete everything that has to do with cfg and verify cache.
sell your computer and buy new one.
If it's your account, try it on someone elses pc to make sure it's the account.
If it is the acc, just make a new one and transfer skins etc over to the new one. Sucks but if it fixes the problem then do it.
Just reinstall windows etc and stop screwing with your game settings. These can often cause more problems than they solve, case and point cl_forcepreload 1

delete everything from your main account (if its older it will have a lower number) and then copy paste from the other account so you get your config.

Did you try to change your resolution?
1. delete all workshop maps.
2. uninstall cs go first then steam.
3. install steam and cs go again.
4. go to the cs go folder (Steam\steamapps\common\Counter-Strike Global Offensive\csgo) and delete these folders: models, panorama, resources and scripts.
5. Open steam, go to library, right click cs go, propreties, local files, verify integrity of game files.
6. Shutdown your pc. (don't restart it).
7. Power up the pc after 30 seconds.
8. Repeat step 5.
9. Open cs go and it should be ok.

Try to delete C:\Program Files (x86)\Steam\userdata\(acc name)\-->760<-- or whatever ur main account is, it's the folder which contains all ur screenshots.
The problem has to be related to steam somehow, the problem is not with your pc for sure.. fiddle around in steam and you'll figure it out.

when you reset config did you have steam cloud enabled? it looks like it tries to sync your config across machines. to turn off this feature go steam > game properties > updates > steam cloud
another option is disabling compatibility mode options, to do this open steam > game properties > local files > browse local files > right click csgo exe > properties > compatibility > check disable fullscreen optimizations
Delete all workshop maps, all extensions you have on THIS account. If nothing helps, contact steam and let them restart your whole account, if not. Then just sell the acc, +profit :D

I'm pretty sure steam support can move the data from your old acc to the new one not touching the thing that causes lags. I'm 100% sure that it's not stats or game list or inventory, it must be connected with some bugged in-game settings on the cloud. Other option is asking them to delete all the cloud data on your acc so that the game thought you didn't launch it before (except for stats)
i thought you could delete your launch options or maybe reset them...as you said you put some command in your launch options.. that didn't help?

My PC doesn't like some antiviruses for some reason (e.g. Bitdefender) and it made my pc really laggy, it was on all accounts though but you'll never know
check your graphics driver, see if they are up to date, reinstall ur graphics card. take out and put ur ram back in and see if it works

Try to turn off hyperthreading, helped with my i7 6700, eliminated stutter when killing enemies.
Is your fps locked to some max number ? Couse I had stutter and input lag, because somehow driver didn't allow to render more than 60 fps, in CSGO no matter of in game settings and driver settings. I had to change one value in Nvidia Inspector and everything worked fine.

Have you tried to temporarily remove your .cfg and autoexec files and play with a default config? Also, you could try to "empty" your inventory by trading stuff with your smurf account (this way you won't lose anything).

Try deleting the games u have expect csgo. Maybe one of the games is infected and everytime u play its consuming resources which causes the fluctuations. Cuz see same PC other account doesn't happen. So maybe it's a possibility.
i had similar issue. Try to download nvidia inspector, kill csgo profile and download default profile instead (or just create new but idk if it will be correct). Delete cfg for this profile in steam also and clean up launch settings in steam

Well doesnt hurt to try anyway:
try to delete your acc folder on program files/steam/userdata. Also delete the cfgs and videos.txt from the regular steam/common/csgo/cfg (something like this you probably know it). Restart steam, validate cache and open the game once and then close it (so it loads the default stuff).
Put your configs back and then launch csgo again. See how it goes

because this storages locally, when you go to your friend's house a new one is created and that one is OK.
and with launch parameters, i mean, on steam library, rigth click on csgo, launch parameters, and delete all the commands you put on there. like -novid, etc.

have you deleted your userfiles cache the one that steam caches in localstore, plus steam/userdata
also if you changed your gpu, have you ised DDU to wipe off previous drivers?
have you tried to reinstall your windows or maybe use friends ssd with Windows to test your PC, as it would be more easier to find out the real issue
I would suggest you to reinstall to a new clean version of Windows and run cs go without any tweaks or patches and if it is fine, then just add tweaks and patches one by one at the same time monitoring how your pc is taking them, as all these tweaks might not work properly

Prolly it won't help you, but I had problem with fps (var was extremely high too), I almost surrendered, but then I downloaded dr web cureit and scanned my PC for viruses, it was fkn ESEA bitcoin miner (it was in 2017).
It can be a bitcoin miner, which affects your system, as result increasing var, and fps drops. Or it can be a virus with same problems. Hope that will help you.

I played Cs for the longest time on a pc that I didn't know that the fan wasn't functioning properly. It seemed fine under no load cause temps were good and the fans were spinning. When I was gaming tho the fan wouldn't spin at a higher rpm and I got high temps and stutters. Make sure all the fans and coolers are working.
BRO, i had the same issue.. What fixed it for me was :
- Uninstall Geforce Experience and just download the updates from the nvidia page once every month or less.
- In the Nvidia control panel, don't go for pre rendered frames 2, i have Use the 3D application settings which is default.
- I have Razer headphones so for the best sound i had to download the Surround app, i deleted all razer related shit and just kept the Realtek thing.
- I also have a MONSTER PC but somehow my RAM was fucked up ( Yeah i made the mistake to buy the 4000hz ram sticks), So when i used +3200 ram on the BIOS i had stutter on my pc, so i just use 3200, not more than that even tho my motherboard supports 4000hz.
- I also had to touch a lot of specific things on the BIOS to made this go better i swear, after 4 months of trying i got the perfect settings on the BIOS, and this sounds crazy but i didn't notice anything on other games but only in csgo, other games run smoothly but csgo was fucked up sometimes, after 4-5 months of changing things on my BIOS i got to the G-SPOT. I don't know exactly how to help you here because it is very specific, i would suggest for you to turn OFF every assistance to settings the bios suggest like the TPU etc, and just try to go as default as you can, i have a very similar pc than yours and believe me i can still play everygame on ULTRA.
-Also windows 10 is a fucking piece of shit, try to disable all their retarded apps and things they force us to have.

right click on CSGO on steam, go to properties, go to updates tab, uncheck the box at the bottom to disable steam cloud. After that, if you do a clean install your settings will reset.
I know how to fix this 100% I had the same problem- Go to Steam, Settings Steam Overlay and turn that off. Go to libary csgo properties steam overlay off and then restart. U dont have the overlay anymore but it fixes 100%
