There's nothing to "buy" outright, you will pay a subscription fee for access to their server farm (hardware) and be able to purchase games. The idea is to have a console type system without having to actually have physical hardware for it. You just plug in a usb dongle into any compatible device and you are "streamed" the game.

Google can not change the laws of physics so a local renderer will always have the upper hand, streaming of games can work for casual but I can not see it being something for those that today invest heavy in the rig to get the best possible.

Laws of physics doesn't change over time, so unless Google is gonna put a streaming server under every customers desk they'll always have a disadvantage over local hardware.

What if , tvs in future just come with a properly hardware to play the games that is already on cloud? i know there are already something like this, but i mean a very good tv, and wont be called tv anymore, since is more than watch "tv" is also a console, and probably do others things, will be a multi facilities screen, with another name

No matter, the distance between you sofa and the cloud will always mean there is gonna be some lag. The distance, the speed of light, the speed of the electronics that route the signals from your controller to the server in the cloud, the time the server spends creating what will be image and sound and then the transmission of data and rendering of that are all factors. Some of those may mean less lag in the future than now only there is never gonna be a way round the laws of physics, this is no different than playing online today except for streaming games a lot more data needs to be transferred.
