The one thing missing in Russia is infrastructure? Not the relatively shitty average salary? Not the environmental issues? Although I do actually agree with you on the political bit (not that I'm a fan of Putin, I don't really like him or his political views). There are too many stupid people who aren't educated enough on issues who have the ability to vote (one of the reason Brexit is happening), or who can't bother educating themselves on said issues. I'm for a reforming of the democratic system (not that I've figured the details out, I haven't, I just advocate for some type of system like this) where more educated people have more votes, whilst less educated people still get votes but they count for less. An even more radical idea is the suspension of democracy entirely, when a suitable government is in power, but that'd probably be too flawed to work properly.
