ASUS PRIME B450M-A - $95
144Hz Monitor (like Iiyama G-Master or Acer KG241) - $150
rest you can buy mouse and nice keyboard
144hz monitor(xl2411, vg248qe or whatever)
Ryzen 2600/2600x/2700/wait till ryzen 3000series comes out (2months cca?
B450 tomahawk/msi carbon(the best probably)/asus b450 E (dont take F version, worse vrm)

Zen 2 about to be released, wait and see what Ryzen chips unfolds in following months, that can be best path to take if you plan to get into 144hz gaming.
