The most probable nuclear conflict is Pakistan vs India, so i'd probably say Karachi, Lahore, Islamabad, Delhi, New Dehli or Mumbai. Still higly unlikely to heppen but wouldn't surprise me either.

I'm pretty sure countries has some kind of solution to EMPs, I doubt we know it and it would be just dumb to tell it publicly.

I don't think a country could harden everything against an EMP. Like most commercial and residential stuff deffo won't havr any countermeasures. So it would be devastating even if the US govt had some defence in it's military or infrastructure.

For sure it's impossible to cover everything considering the size of their country, you are absolutely right about that. Residential stuff and infrastructure is the so-called "2nd class" when they think about covering military tech, infrastructure, etc. It would be kinda interesting to know what would happen if EMP would hit some of these high-military powers like the U.S, Russia, China, India, Iran, Pakistan, Turkey or South Korea. What would they do? They can't inform their citizens.
