I'm getting into infosec, so for now it's more about learning to identify patterned vulnerabilities and using exploits that are already documented. but as you grow you gotta learn to modify/code your own stuff in php, perl, python etc

Sublime Text 3, Atom or VSCode (This might be the best although I don't use it), download the interpreters or compilers for each language you want and you are ready.

See I am learning C, C#, C++ and Python right now I've heard that Angular, PHP, SQL are all based on other programming languages. I don't know which one is based on which one. So I'm having trouble deciding that.

Angular is a framwork for JavaScript, in this case you need to know JavaScript in other to use Angular. But about the other languages you absolutetily don't need to learn C to use PHP, the syntax is completely different. Same thing for SQL.
