That's not how it works:
Valve wants to have a diversity of teams and players from various countries and regions in their event because it gives them better income; if you have a Lithuanian player live Kvik for an example, Lithuanians will buy his stickers, they will watch the streams for when this player plays (and therefore might get hooked to the tournament itself) and it might even make people attend the major itself.
If you take away the CIS minor and make everyone play in the same minor, it would probably rekt the income for Valve; if there are no Khazak players in the major, regular players from that country won't be as motivated to watch the major and buy stickers.
This could also cripple the development of a region, if Asia didn't have its own minor, do you think the teams from that region could develop and become good? I mean they sure aren't too good (mainly because roster shuffles and the overall lack of opportunities), but killing their best chance to face high tier teams and make a name for themselves it's just not a bad idea.
