Yeah the dough needs to be well seasoned as well and it mustn't be soggy. To be honest, even better than kalakukko is when you use pretty much the same ingredients but you put the filling into a pot, the dough on top and into an oven. The crust gets deliciously crispy that way. Eat the crust with a bit of butter and it's amazing.
