I saw some Lithuanian guys in Egypt but they spoke to me on English and they said that they can't speak on russian.

not all can speak russian ofc, but we have an option to learn it in school as a 2nd foreign language with german; or if you're from a russian speaking family - there are schools taught in russian (at least in Vilnius, can't speak for other cities).
