So im 1.91 83kg and i have a little bit of muscle mass, but a lot of fat around my waist. Should I bulk up and try to build muscle and then cut, or try to cut until I can get rid of the fat and THEN build muscle? I tend to go for the 2nd one, because I want to make sure that, if I even bulk, i can actually cut. I've never cut under 81kg, i find it very hard to stay under 2000kcal.

If you start doing only cardio u will lose fat and muscles and become skinny af If you start working out you will lose fat anyway but also build muscle and look much better

Start working out, calculate your TDEE and eat 200 kcal less. You will get rid of fat but still gain muscles, just make sure you get enough protein to maintain nitrogen balance. Also I'd recommend to practice intermittent fasting, for example 16/8 is easy af: just skip breakfast.

I am working out for the past 6 months. And I see some results in muscle mass but no results in fat loss.

cutting/bulking cycles are not efficient, try recomping, stay in a small surplus like 100-200kcal and workout a lot
