1060 is more than enough for csgo, especially if its a 6gb version
but 7th gen of i5 sucks nowdays cuz it only has 4 cores/threads while most of cpus now have 6 cores 12 threads at least. so its better to update cpu first but you will have to update motherboard too
GTX 1060 is a powefull GPU even for high demanding games, how the fuck she cannot be enough for CSGO?
Even your i5 should do it. I would advise you, reinstalling both OS and the game before buying anything.
IMO your computer is more than enough for CSGO, and if your FPS are dropping then there is something wrong with your PC
I have GTX 1060 as well, but with worse i5 4460 and it is more than fine for CS
In some other games FPS are dropping as fuck because of bad CPU, but not in CS

But if you need to upgrade, go for CPU first for sure

change CPU and since you already have good ddr4 3000+mhz you need only 300 euros +-
keep 1060 its still beast nowdays sell i5 7500 and buy i5 8600 again really good cpu and good nowdays and u should be ok for 2 years than u know what.

its sounds like your settings are off.. coz that gpu and cpu are more than fine

I have a 1060 (6GB) and a 7600k aswell and while its true that FPS on cache for example is lower, I still feel no difference to other maps, as I still never get under 200 fps afaik.
CPU always first
if u have low fps with high graphics u still can turn them down but if your cpu is too bad u cant do anything about it
How much RAM do you have?
If you have less than 16GB, buy another stick
If you have 16GB+. Pick up a new CPU (ryzen 5 3600x) and then a new GPU.

I was running cs with a 1060 6gb and a intel i5 7400 16gb's of ram and a SSD had around 200-250 all the time. Now upgraded my processor to a 9700K and i never drop below 300 while my 1060 doesnt even use 70% of its power. PLEASE DONT UPGRADE YOUR 1060 for more fps in csgo it won't help :)
Check the temperatures and CPU GPU loads pls. You can use MSI Afterburner

Unistalled GeForce Experience and now it's smooth as F and easy 300fps on 64tick
type r_dynamic 0 to console to prevent instant framedrops during gunfights(also put it that command in autoexec.cfg) . CS is heavily cpu based game since 1999, 1060 is more than enough for CS:GO. I suggest you to Buy an i7 7700k 4.2 ghz and you can OC it to 4.5 ghz if your motherboard model supports overclocking. Unfortunately your motherboard doesn't support 8th 9th gen cpu's so you're gonna stick with 7700k 4.2 ghz which is more than enough for CS:GO. Download hardware monitor and check CPU tempertures as well. make sure that your cpu temp doesn't go above 65-70. if it does buy a decent cpu fan such as Cooler Master
