That's mainly because of the differences in Election rules. The fptp system in the UK means that small parties basically have 0 chance of winning any seats. So nobody votes for them because it would be throwing away your vote. With the proportionate representation system like in Germany small parties become more visible. The Green party in Germany has been part of the federal and state governments since the early 1980s and had lots of time to grow and expand their voter base through government work.

Actually China is doing considerable work towards cutting down their emissions. The problem is that their Economy is actually growing faster than their cutbacks. That's mainly due to pretty much everyone outsourcing production to China. The US won't though. Not with retards like trump in charge.
